This is typically caused by missing rights in the Microsoft App registration in Microsoft Azure Entra ID. To resolve execute the following steps:
Browse to
Go to Entra ID
Select Manage > App registrations in the left menu
Select All applications
Select the app created for Parallels DaaS
Select Manage > Api permissions in the left menu
Choose Add a permission > Microsoft Graph > application permissions
Add application.read.all
Click Add permissions to confirm
Click Grant admin consent and confirm
Retry the Parallels DaaS onboarding wizard
