If enrollment is allowed - When an unenrolled user tries to sign in, they receive an error message stating why authentication fails only if the provider is allowing users to enroll (more secure).
Never
Never - When an unenrolled user tries to sign in, they are asked for an OTP and authentication fails (most secure).
